Technical Workgroups
Pennsylvania Partners
established technical workgroups
to advise the Board in its
efforts to improve the
operations and services of
Workforce Investment Areas (WIAs)
and to assist in meeting the
goals of the association.
Technical workgroup board
liaisons present their findings,
conclusions and recommendations
to the Board.
Technical
Workgroup Membership
Members of
the Board of Pennsylvania
Partners appoint individuals
from their Workforce Investment
Area to serve as members of
technical workgroups. Each
Workforce Investment Area should
be represented on each technical
workgroup. Representatives of
Workforce Investment Areas,
Workforce Investment Boards,
agencies that participate in a
Pennsylvania CareerLink site or
other related organizations are
eligible to serve as technical
workgroup members.
Individuals from federal, state
and local agencies or
organizations who are not Board
appointees representing a local
WIA may serve as non-voting
liaisons by their respective
agencies upon confirmation by
the technical workgroup
co-chairs and Board of
Pennsylvania Partners. A
technical workgroup may, at the
request of the workgroup
co-chairs or Board liaison, meet
to discuss matters without the
presence of individuals serving
in a liaison capacity.
Role of
Technical Workgroups
Technical
workgroups achieve their
purpose(s) through meetings,
discussions, exchanges of
information, and research. They
do not make policy for the
workforce investment areas or
Pennsylvania Partners.
Likewise, technical workgroups
are not a means by which
Pennsylvania Partners’ policy is
communicated by other agencies
or organizations to Pennsylvania
Partners. The Chair, Board or
Executive Committee may ask a
workgroup to advise on a
particular issue or question and
will present its progress,
findings, conclusions, and
recommendations to the
appropriate committee chair.
